2372 - Ypsolopha cervella
Identified by Jerry Powell, co-author of Moths of Western North America, to whom I sent the photograph. In his response he states: "This is Ypsolopha cervella, a foliage feeder on oaks. It is not an inquiline in Andricus galls but may have crawled into an emergence hole of the principal inquiline, Cydia latiferreana, to pupate (doubtful) or the cocoon, which is brown, envelope-shaped, may have been attached exteriorly and overlooked."
