These were found on a black locust (obviously). Wondered what the ant sp. was and what the relationship between the ant the treehoppers is?

Don't know what ant you've got...
...but it may be "tending" the hoppers for the sweet honeydew they produce. The ants get the honeydew, and the hoppers get protection from predators. A number of other photos in the Guide show this species being tended by ants.

 
Camponotus americanus
A soil-dwelling member of the carpenter ant genus, guarding and gathering honeydew from the hoppers.
