This genus attacks early instar lepidopterous larvae, so it wouldn't be ovipositing in the leaf. This view shows the strongly inclivous forewing 1cu-a (nervulus) vein which is one of the characters diagnostic for Phobocampe.

So what is it doing with its abdomen on the leaf? When I photographed it it seemed to be caught on the leaf, and when I had finished photographing it I attempted to brush it off the leaf to free it from whatever it was caught on, but it seemed to be attached by its abdomen tip to the leaf and I left it be after one or two attempts so as not to harm it.

I am not sure what might have been going on. I think the abdomen would be in a different position than that during oviposition.
