Male in the genus Libelulla
and we would suggest needhami. There seems to be a color change in the vein on the leading edge of the wing. The light color seems to go far forward on the side of the thorax. And the legs seem to be brown. None of those are perfectly clear, but all three point to Needham's. See Gayle's fine work here
