Fly?
It looks like possibly a specimen of Goniops chrysocoma (Tabanidae). A terrestrial species living in forested areas and feeding on a variety of soil-dwelling insect larvae. Unfortunately I cannot see the wing veins well, but the head and body resemble Goniops.
