Dryinid Wasp (Dryinidae) - female
The so-called "chelate" fore tarsi are the hallmark or most female of this family.

Anteon masoni
This appears to be Anteon masoni Olmi, 1984. The shiny, testaceous head and pronotum set it apart from most other species in the genus.
