Skimmer - Libellula incesta

Spangled skimmers were common in this area, but this doesn't have the white stigma. Could it be a juvenile? Other possibilities are slaty skimmer female/juvenile (saw males) or bar-winged skimmer female/juvenile (did not see any mature bar-wings).
