Male Metacyrba
Male Metacyrba. Which species? I can't say for sure - no one is ever sure with these guys, although M. taeniola seems close from the drawings I have seen.

These guys are pretty common in Tulsa too - I've found several so far this summer but haven't had any luck photographing them. Nice shots!
