Bugs worse in spring?

Someone suggested that biting insects (mostly Simuliids and Culicids)  are worse in the spring than in the summer. Is this true, and if so,  why?

Water.
Spring rains, and runoff from mountain snowmelt is why there are more biting flies in spring in many locations. Both black flies and biting midges are aquatic in the larval stage (as are mosquitoes). As the weather dries out in summer, fewer places to breed mean fewer biting flies.
