. Clearly not pennsylvanicus because of the bright golden vestiture of the pygidial plate (should be black or dark coppery) and the three silvery bands on the metasoma (there should be four, but the specimen is a bit worn so it could be misleading).

Tachytes.
This is probably a species of Tachytes, family Sphecidae. I collected many specimens like this in Oregon that the late George Ferguson identified to that genus, anyway.

Wasps
