Yes :-)
Looks like a male mason wasp, probably in the genus Euodynerus.

 
This is indeed a male Euodynerus sp.
Unfortunately, deciding between E. hidalgo and E. annulatus is difficult from this angle. Maybe Dr Buck will know better.
