Found along a trail that borders a sunny meadow on one side and a woods on the other side.
Initially was cruising.
Then perched for more than 20 minutes.
About 200 yards from the edge of the swamp.
About 8:30 AM

Based on books I am thinking it might be a Royal River Cruiser.
But habitat listed for those is:
"clean rivers, streams, lakes"
Our swamp does not fit that description.

I will add a few other views.

Looks like
a Royal River Cruiser to me. Thoracic stripe extends across wing frame and the eye seam meets for a bit. Royal's are big; probably flew in from suitable habitat.
