Aquatic Ground Beetle?

Cedar River at Cavanaugh Pond Natural Area, King County, Washington, USA

Size: 23 mm.
This specimen was captured in a kick-net sample in approximately 1' of water from a rocky stretch of the Cedar River. It appears to be the (aquatic?) larva of a Ground Beetle (family Carabidae). Is that correct? Can it be identified to a lower level? Thanks.

Carabid larva
Puzzling that it was found in an aquatic setting as most, if not all are terrestrial. I suspect it was washed out into the river by heavy rains/flooding.
