Hard to be 100% sure...
But based on 30 000 recs in the Canadian Maritimes + distribution pattern to 2009, as well as habitat and general appearance, I would call this Gomphus (Hylogomphus) adelphus (Moustached Clubtail), just emerged. I think I can also "just make out" some striping on the "face". The only other Hylogomphus here is abbreviatus, and the yellow on its tail is rather more extensive too.
