Size: 1/2 inch +
At first I was sure this was a sawfly, now I'm not so sure. The insect flew up and down along the length of the stick (about 5 feet long) in a zig zag motion or left to right while moving forward, Pausing every once in a while. I watched for about 10 minutes or so.

This is a female
Chalcidoid, Leucospis affinis, note the ovipositor slung over the dorsum.
