Interesting
This photo clearly shows the face of a Dolichovespula species. But the next photos suggest Vespula germanica. I'm not sure whats going on

 
Yes....
I'm thinking this is a very "xanthic" queen of Dolichovespula arenaria. I've seen some specimens from the Pacific Northwest that fit this abdominal pattern.

 
That is so strange
I've never heard of arenaria mimicking germanica. You learn something new everyday!

 
The "model" is V. pensylvanica...
rather than the newly introduced V. germanica. As Eric points out, D. arenaria queens with such a narrow central black triangle on urotergite I are very unlikely to be found East of the Rockies.
