Perched on a twig near a river, probably freshly emerged.

Likely N. serricornis, according to key in A Guide To The Megaloptera And Aquatic Neuroptera Of Florida (1)--the white on forewing is not very extensive.
Update. I think this is a male. Examining images here on BugGuide identified to sex, females have antennae barely serrate or bead-like. Males have more clearly serrate antennae.
