Teeny LIttle Fairy Insect?

Teeny LIttle Fairy Insect?
Fairmont, Marion County, West Virginia, USA
June 25, 2010
Size: .1 or .2" across, teeny!
I know this isn't the best picture but I see these flying around and have never been lucky enough to see one sitting still. The light was low so the quality of the picture is poor, but I'd love to know what this little insect is. A local person told me a long time ago that they call them "fairy bugs" or something like that.

Fairy ^w^
I believe they are fairies but SCIENCE renames everything how they want to with fancy greek words and ending n' junk... So to them it's called The Wooly Aphid :/ Fairies came first tho...

Woolly aphid?
I'm not an expert, but looks similar to this one :)

Thanks!
Yes, I think you are right, that's exactly what it looks like! :D
