I am pretty confident with the ID, although it'd be nice to see the hind spurs a little better. Support for this include:

-tarsal claws not narrowly cleft
-body pruinose but not setose
-clypeus emarginate
-lower spur of posterior tibia present
-general color and form

P. quercus has the spurs articulated, a feature difficult to capture in images. Thanks for posting this, it represents a new species for BugGuide.
