Nest found under outdoor bulletin board cover. Wasps tolerated approach to within 6 feet of nest.

Maybe P. dorsalis?
The coloration is too dark and certainly not right for exclamans. And the orange tipped antennae rule out fuscatus, so I guess it has to be dorsalis

thanks for the ID - I am not good with wasps. Still trying to get the hang of Hymenoptera in general. Completely random find - the bulletin board cover is located in the edge of a cypress/tupelo gum swamp, with mixed deciduous hardwood forest bordering it. Thanks again for the ID!
