Help! Please Identify Bugs on Birch Tree - Elasmucha lateralis

Size: .25 inch
Today we noticed thousands of these bugs on our Birch Tree. They are clustered on the bottoms of the leaves and on the seed pods. Any information would be appreciated. Thank you.

Thanks so much for the info. At first I thought they might be a weird form of tick (six legs, pointy proboscis)and that made me very nervous. Thanks again!
