Help! Please Identify Bugs on Birch Tree - Elasmucha lateralis
Owego, Tioga County, New York, USA
July 1, 2010
Size: .25 inch
Today we noticed thousands of these bugs on our Birch Tree. They are clustered on the bottoms of the leaves and on the seed pods. Any information would be appreciated. Thank you.

knowing the HOST PLANT WAS CRUCIAL -- couldn't have figured it out without that piece of info

Stink Bug nymphs.
They look a lot like this one, which remains unidentified beyond family:
