Looks like a Wheat Stem Sawfly to me. Want to verify this and add Utah to the places found list.

It is the Wheat Stem Sawfly, Identification by Ryan Davis, Utah State University.

Ok
So I found about 4 of these in a wheat field and jumped to the conclusion that they must be Wheat Stem Sawflies... Now I can only say I would put it in the Cephus genus.
