If I had to guess,
I'd say Locust Treehopper (Thelia bimaculata):
But it would be just that: a guess. I suggest moving the post to Membracidae for Dr. Hamilton's attention.

a female; the only other species like this (T. uhleri) has a less erect horn

Not a problem.
For future reference... Click on "tag" under your picture, then navigate to the place it needs to go. Make sure you are in the "Images" tab, then click "move tagged images" at the upper left of the page.
If you haven't already done so, check out
this section
. It contains a lot of good information on tagging and moving images.
