This is a member of ...
.. the subfamily Entiinae (family Eulophidae), possibly the genus Euderus. The very long marginal vein coupled with the short stigmal vein at almost a 90 degree angle is typical of this group.

Pteromalidae…
The metallic hue, densely sculptured head and thorax, well-developed propodeum, antennae with six funicle segments, short pronotum, and five-segmented tarsi indicate this group. The red racing stripe highlights the high level of diversity among the members.
