This is a new fly for me. I'm hoping to learn the family (or genus, if possible). Thank you! (Sorry about the poor quality of the photo. This image was captured from video.)

Is that red stuff around the thorax mites/debris or actual coloration?

The overall shape
reminds me a bit of Ptychoptera:



However, that's just a wild guess, and could be way off base. Wait for an expert opinion.

 
My impression too
I also thought Ptychoptera. Note the spurs on the hind legs, for example. A view showing wing veins would help.
