Found this tiger as the sun was setting near monsoon flooded alkali flats. Looked through myriad tiger images, but didn't find it. Perhaps someone more familiar with the group can ID?

Hey Bob, you found a Cylindera debilis, which is really great because there previously was no page for that species on BugGuide! This is not a commonly seen species!

Although it certainly does look similar to H. circumpicta, there are a number of differences. First, this species is much much smaller (although you didn't include size in your description) than H. circumpicta. Also the body shape and texture are different. H. circumpicta is much more polished and shinier in texture and more convex. C. debilis is very flat, with a duller finish to the hind wings (elytra). There are other differences too, but these are easiest to point out.

It's found in southern AZ and NM, west TX, and northern Mexico. Your locality is very close to a famous one for the species.

Comparing the images in A Field Guide to the Tiger Beetles of the United States and Canada (Pearson, Knisley an Kazilek) :Plate 19 the Cream-edged tiger beetle matches nicely. The range is into New Mexico with the race johnsoni. Usually found in moister habitats.

 
Disagree. Dan (above) is right.
Cylindera debilis. Fairly common species during monsoon season in se AZ while soil is still damp. Often found in wet roadside ditches running through tall grass. Sometimes found beneath damp cow pats where it seeks refuge from mid day sun. Usually more of a bright velvety green but some specimens are also a mud brown - as above.
