Size: 6-7 mm long
I'm not even sure this is a bee—I'm just guessing the subfamily because it looks like one and another I uploaded last year that John Ascher identified last year as male Dieunomia, subgenus Epinomia. Anyway, this is a better picture of an individual in better shape, so maybe the species will be identifiable.

The flower is lavender cotton, Santolina chamaecyparissus.

Probably D. (Epinomia) nevadensis arizonensis
the other possibility is D. (Epinomia) micheneri
