This queen is extremely late. She might have had to start over, or maybe she just woke up late and got behind.

Thank you for the ID. Is this a queen just beginning construction of a new nest/colony?

I followed a nest once that started this way. Later, she'll build more nest around the initial one with it's exit tunnel.
I believe these hornets have two generations in a summer, and, in my observation, the second generation was much, much more aggressive.

Thank you for the comment and link to your website. It seems construction of a hornets' nest is often not a straightforward, linear process, but can involve several false starts.
