Either P. fuscatus or - more likely, I think - the dark species referred to as "undescribed species B" in BG. Quality of these breathtaking pics should help for a conclusive ID.

 
This is Polistes fuscatus
The most important characteristic of Sp. B is an all red clypeus combined with an overall dark pattern. This individual has a black clypeus which automatically rules out Sp. B, so it is safe to call this fuscatus
