Maybe E. pardalis? These beetles were at amazing densities on mesquite trees, they seemed to be moving from tree to tree in a swarm.

Epicauta pardalis
commonly swarms on mesquite and may defoliate individual trees. This month (unusually) a very similar species, E. andersoni is very common at the base of the Chiricahua Mtns. on Chaenopodium and Salsola, with E. pardalis on the mesquites in the same area.
