Looking at the images on BugGuide, I can't find any images of Megalopterans that have such prominent cerci as mine (most have no visible cerci, in fact)... Are they prone to breaking off as the insect lives out its adult life?

I could be wrong...
but that looks more like a stonefly to me.

You're right about that! All the stoneflies I've found in California have been less than 25 mm or so in length, so that didn't even cross my mind.
