Tibicen tibicen (chloromerus)
After seeing many hundreds of these through the years in the teneral form, I am quite confident this is the common swamp cicada.

This species is found along the east coast (much of the eastern USA) and can be very abundant in Maryland. The characteristic bright green eyes are also diagnostic and green eyes to this degree are not seen in other Tibicen species occurring in Maryland. Final note, this is the only medium sized Tibicen I have observed to have a very dark brown wing base in the nymph and cast (just as seen on the shell here). Other Tibicen species of similar size have more uniformly colored molts and the wing base is not so dark (T. linnei, winnemana, canicularis, and lyricen often have similarly sized molts, but lack the dark wing pad base).
