It is Xystodesmidae but not A
It is Xystodesmidae but not Apheloria, which does not show this color pattern. Probably a species of Sigmoria, or possibly Deltotaria, which do show this red banded pattern. Can't tell anything more from the photo, and the exact location in Buncombe Co., NC, is vitally important, but not provided. Probably 6-10 or so spp. of Sigmoria in various sectors of this county, but without specific locality, I can't even make a guess. Rowland Shelley

 
I might have better info...
I just checked my photo database and discovered that I might have mistagged this photo. I believe the millipede was actually in Yancey County, NC, specifically near the summit of Mt. Mitchell (along path to observation area near main parking lot). Does that help?

Maybe Xystodesmidae
Xystodesmidae is the common brightly colored eastern family, but not the only one. Apheloria virginiensis is a common southern millipede with some color variation.
