In this case, it looks like your first two shots were one specimen and the latest two are another- so I unlinked them and linked the pairs. Not Tibicen linnei
This specimen is not T. linnei, the dark pronotal collar with the green spots is indicative of Tibien chloromera which is common in West Virginia. Further substantiation of this is in the ventral view. Tibicen linnei has a median shinning longetudinal black band that runs down the underside of the abdomen which is absent in this specimen.

In addition this specimen is a male and the opercula are longer than wider which is also indicative of Tibicen chloromera.
