Looks to me like Eupeodes volucris (see
1,
2). If so, it is one of the aphidophagous species listed by UC Davis Sustainable Agriculture. The following site includes brief descriptions of this and several other aphid-eating syrphids:

This specimen is on Spikeweed (Centromadia pungens, ssp. laevis).
