Asphondylia sp. female.
Peter, this fly is an Asphondylia sp. female. (Cecidomyiidae). There are nine species of Asphondylia found on saltbush in your region. I refer you to "Plant feeding gall midges of North America" (Gagne 1989). Ray has all the info on that group (pages 173-175).
