Diptera: Tipulidae, Chionea sp.
Close, the winter cranefly genus. There is a good key for their identification, and of course males are preferred.

 
Crane Fly
This is the strangest crane fly I've ever seen. Wingless and those huge hooks on the end of it's abdomen. Thanks for the identification.
