I think this is a female Libellula incesta with an unusually pale face.

With that much pigmentation
I would say it more closely resembles a Great Blue Skimmer (Libellula vibrans)

 
Rare species
That was my second choice because the species is rarely seen in Massachusetts.

 
Great Blue Skimmer, Libellula vibrans
This has more characters in common with Great Blue Skimmer than Slaty Skimmer. The upper portion of the femora have light coloration more extensive than most Slaty Skimmers I see and the wings have bars and spots at the nodus that are extensive like those on the Great Blue Skimmer.
