In my opinion - Dythemis nigrescens (female)
See Tripp Davenport - Black Setwing (female)

Per Paulson (1):
Black Setwing - middle abdominal segments typically have two streaks on either side while the Swift Setwing has one on either side
Swift - pale marking on abdominal segment 7 (S7) very large and conspicuous against solid black abdomen tip and much smaller markings out to S6
Black - basal abdominal markings not so dramatically smaller than those on S7
Swift - has narrow black line running along margin of top of face - Illustrated in Paulson (1) pg. 489
Black - has only a tiny black dot on top of the frons
