Size: FW length est 15-16mm
Reminded me of H. rogatalis, which is flying in Orange County right now, but much larger and with slightly different markings. H. kempae #4848 looks closest to me, but I dont know if it flies in the area... any help would be appreciated.

H. kempae does appear to be out of range. Any chance your measurement is off?

 
Not sure
It's been a few years since I took this photo, so I can't quite recall much about it. I did end up ruling out kempae a while back for the same reasons as you (when I initially made the guess, I don't think MPG integrated data maps yet so I had no idea about range). So I'm not really sure what this is - still doesn't strike me as H. rogatalis though. But maybe it is. Not sure.

I think it makes sense to park this at the genus level for now.
