Stulsaft Park, Redwood City, San Mateo County, California, USA

Size: 4 mm
Beat from oak tree. Perhaps a thread-legged bug nymph? I have some other live photos and a pointed specimen if that would be helpful for generic ID.

Almost certainly a nymph of
Empicoris
. And yes, there are some adults in other genera that exhibit brachypterism though not in this one.
