seems to be Rhopalosoma nearcticum (Rhopalosomatidae)... a male i guess.

 
How do you tell it apart from
How do you tell it apart from Ophion, well I guess there are too few antennal segments...anything else?

first thing i looked at was the antennae, wing veins are also different... and as the name implies, the abdomen looks like a club here.

What are . . .
the three raised bumps on the top of the wasp's head? I see these on many insects heads as well.

 
They're
called "Occeli" they're the "true eyes" of the wasp and many other insects. I think your wasp here is an ichneumon in the genus Ophion. ^_^
