It looks like the yellow patches are scales. True?

Well, the patches are dense,
Well, the patches are dense, slightly flattened setae... but scales are also setae, but normally you would use the term scales for lepidopteran and in Diptera you would say scale like hairs (like in mosquitoes). There are better examples of scale like hairs in Syrphids then in this species, which I would not really call scale like..
