Pouch galls on upper surface of leaf of Downy Arrowwood (Viburnum rafinesqueanum) in understory of red pine-white pine forest along lakeshore. Mites?

They sure look like mite galls, but I have no idea what species. The closest thing I see is "Irregular lobed leaf dimples, on V. dentatum . . . Eriophyes sp." (1)
