I believe DeeDee and Larry are right...
This is most likely B vinosa (Fawn Darner), but will try to confirm shortly. In the meanwhile, it is definitely a Boyeria...

Thank you everyone for your comments and helping to ID this guy. Spots def there, not a reflection. Sure looks like a B. vinosa!

Are those spots on the side real or light reflections? If real, I'm thinking one of the Somatochlora emeralds.

looks small but what I can make out of the pattern looks ok.
