Yes,
by the criteria we are following (mostly) on BugGuide now, it is a Northern Crescent. With the qualification that this classification might change. There are a few others that seem to be the same on BugGuide already, and I'll probably give the a subspecies distinction soon, so they can be considered as a group and easily compared, if I can feel confident enough about which one is which.

well - it is a male with orange antenna tips,
so by the definitions people are following for the east, it is a Northern. On the other hand, it doesn't look much like the Northern Crescents from many other regions. There is a relatively new subspecies name (
diminutor
) that some are considering yet another species (with multiple broods like [i]P. phyciodes), but not well known yet. It was described from Minnesota. It may be what you have here, but the mess still needs some sorting out. For now, yes, you've got a Northern (but it may magically transform into a third species, if that name becomes generally accepted as such :0)

Sounds like "mess" is a good word to describe this situation. If I'm understanding it all, you're ruling out the Pearl?
