Moved from Phalonia.

Tentative ID. I only have access to public records at BOLD but it looks like Thyraylia is pretty close, just a few percent distance. It also looks like species in that genus. I'm deleting the genus Phalonia which was synonomized with Aethes.

I am going over Cochylini to make sure it agrees with Metzler & Brown, 2014 (1). Should be done by next week.
