Female Aeshna constricta
Hi, this is actually a female Lance-tipped Darner (Aeshna constricta). That large scoop under the tip of the abdomen is her ovipositor. The females of this species have a constricted base to the abdomen that makes them shaped more like a male.

S10 markings
Yeah, this looks pretty typical for constricta. S9 is longer than S8 in this species, which has proportionately the largest ovipositor in its genus in North America (Dunkle 2000).
