Ancistrocerus sp. - male
One of the black and white species. There are three possiblities. A. catskill, A. albophaleratus and A. waldenii. I'm leaning for A. catskill based on the faint white stripes on metanotum and body proportions, but waiting for Dr Buck's confirmation or correction is safer.

Not a Blackjacket...
...at least not if you mean Vespula consobrina. This appears to be something in the Eumeninae:
