Size: About 1cm
These were found on the leaves of an unspecified Star Magnolia. They resisted moving, and when they did, they kind of jumped an inch or two and didn't seem to want to fly. We saw them a month ago, but didn't notice any red.

Not an expert, but because it is from Washington state, I'm going to guess: Rhododendron Leafhopper (Graphocephala fennahi)
